A longtime champion for affordable housing, Jane crafted the nation’s most robust tenant-protection ordinance to prevent unjust evictions. She also led and won the fight to raise the city’s affordable housing mandate from 12% to 25%, and secured an unprecedented 40% requirement in three major development projects within her district. After leaving office, Jane served as the California Political Director for Bernie 2020 and as a Senior Fellow at both the Sanders Institute and the Young Elected Officials Network, a program of People for the American Way. Over the last four years, Jane Kim served as the California Director for the Working Families Party where she recruited and trained the next generation of leaders ready to fight for working families. Jane also sought to achieve gender balance in the California Legislature as a member of the Board of Directors for Close the Gap California – a statewide initiative to achieve gender balance in the California Legislature.

Jane Kim Launches Campaign for California Insurance Commissioner

<h4>Enforce minimum coverage standards</h4>Too often, hidden gaps in coverage leave families with massive out-of-pocket costs after disasters. Jane Kim will enforce minimum coverage standards as a condition of rate approval, so insurers compete on price and service, not on how much protection they can quietly remove. Minimum standards would include:<ul><li>Guaranteed replacement cost for total losses: if your home is completely destroyed, your insurance should cover the cost to rebuild it</li><li>Extended replacement cost: if the cost to rebuild after a disaster goes up with inflation, labor shortages, or materials costs, so should your coverage – by up to 50%</li><li>Ordinance and law coverage: When you rebuild, you often have to meet newer building codes that didn’t exist when your home was built. Your insurance should cover these costs, up to 25% of your dwelling limit</li><li>Require consent for reduced coverage: Insurers shouldn’t be able to reduce your coverage without your agreement —&nbsp;and showing you the cost of the eliminated coverage.</li></ul><h4>Require six months notice for changes in coverage</h4>Currently, insurers are only required to provide 75 days notice before dropping your coverage or making major changes to your policy. But finding new coverage or making upgrades to make your home resilient to wildfires can take months, not weeks. Jane will require insurance companies to give you six months notice before non-renewing your policy or making material changes to your coverage, giving you real time to prepare.<h4>Create a statewide coverage calculator</h4>When an insurer underestimates the cost to rebuild, they save money and you’re left vulnerable. So you shouldn’t have to take their word for it. Jane will create a public tool to estimate rebuilding costs, so policyholders and agents can make sure coverage is adequate. And Jane will require that insurers report and justify how they calculate inflation – because prices shouldn’t be set in the dark.<h4>End price discrimination for auto insurance</h4>How much you pay for car insurance shouldn't depend on where you go to work or how much money you make. As Insurance Commissioner, Jane will close the loophole allowing insurers to charge higher rates to blue collar workers than white collar workers.<h5>ANOTHER BIG idea:</h5><h2>Medicare for Kids</h2>No child should be denied care and annual check ups because of their parent’s job or employment status.&nbsp; But roughly 400,000 children lose their Medi-Cal coverage every year because of a slight increase in income, missed renewal form or paperwork. While the Department of Insurance does not oversee managed health care plans, Jane will write a plan to guarantee healthcare for every child in California: Medicare for Kids.It’s affordable – Medicare for Kids would actually save money thanks to preventative care reducing long term care costs – and it's a moral responsibility.Why doesn’t this office oversee managed healthcare?In California, insurance regulation is divided between two departments: the Department of Insurance, and the Department of Managed Health Care. California is alone among states in having insurance bifurcated like this, and Jane believes insurance regulatory authority should be centralized within the Department of Insurance.

We need to re-imagine and redesign insurance to work for all of us. And this means taking on the $3.3 trillion industry, which has been posting <a href="https://newrepublic.com/article/190048/california-insurance-los-angeles-fires">blockbuster profits</a> for shareholders and CEOs. In fact, CEO’s at the 10 largest insurance companies <a href="https://consumerfed.org/press_release/insurance-ceos-get-27-salary-and-bonus-bump-while-consumers-see-premium-hikes-and-non-renewals/">raked in $391 million</a> over the last three years.

Op-Ed: Insurers’ blockbuster profits enrich shareholders and CEOs, not customers

<h4>Provide Natural Disaster Insurance for All</h4>Jane is proposing a single-payer disaster insurance policy for every Californian: Natural Disaster Insurance for All. Other countries have established single-payer universal disaster insurance. For example, in New Zealand, homeowners buy policies from private insurers, but disaster coverage is provided by the state. France and Spain also have a guaranteed home disaster insurance policy.Meanwhile, the FAIR Plan - which exists to stabilize insurers, not protect Californians - falls woefully short when it comes to actually covering Californians. It insures over six hundred thousand people, but isn’t public insurance; it’s a privately run program designed by the insurance industry to protect itself. Its coverage is limited, and it charges punishingly high premiums, leaving people underinsured.A public, nonprofit disaster insurance system would do the opposite. Coverage would be automatic and universal. Everyone would be in the same pool and pay premiums based on factors like property value or risk. A nonprofit program doesn’t need to generate shareholder profits or fund marketing budgets. Investment returns stay in California, strengthening reserves instead of padding executive compensation.But the real difference is structural: a public system would address climate disaster instead of avoiding it. The private insurance business model is to avoid losses, not to reduce risk. When wildfire exposure grows, insurance companies don’t invest in fire prevention or community resilience - they pack up and leave taxpayers to foot the bill. We have socialized the costs of climate catastrophe but privatized the gains.A public insurer would invest in prevention and resiliency, and the public would benefit with fewer claims to pay out. A state-run model could tie premiums directly to mitigation, giving homeowners clear and transparent financial incentives to harden properties and communities to invest in defensible space. A portion of the state pool could be invested in resilience infrastructure: fuel management, firefighting capacity, and early warning systems. It could require the worst corporate polluters to pay into the system, connecting the source of climate risk to its costs. And it could guarantee coverage in high-risk areas, because abandoning communities isn’t an option when you’re accountable to people instead of shareholders.<h4>Make sure premiums actually pay for claims – or lower them</h4>Insurance companies should spend premium dollars on their intended purpose: protecting policyholders. If companies collect more than they need to cover claims and a reasonable profit, that money should go back to policyholders or be invested in statewide resilience, not huge payouts at our expense – like the $27 million salary one insurance company CEO was paid last year. Jane will expand this program to make an affordable public option for auto insurance available to everyone.<h4>Show how insurance companies spend your money</h4>Californians deserve to know whether their premiums are being spent to protect us, or to pay for Superbowl ads. As Insurance Commissioner, Jane will compile expenditure data, make it searchable online, and publish an annual "Where Your Premium Goes" report.&nbsp;<h4>Invest in making homes and communities safer</h4>This year, the California Department of Insurance will roll out a new Safe Homes grants program to provide funding for home hardening investments for wildfire resilience. As Insurance Commissioner, Jane will work to make this public investment as broad as possible, with permanent ongoing funding.

Jane will pursue legislation to prohibit insurers from raising your premiums, dropping coverage, or refusing renewal for filing a claim, inquiring about a claim, or experiencing a no-fault loss. And when insurers have a pattern of retaliation for filing valid no-fault claims, they should be investigated.<h4>Penalize delays to speed up payments</h4>Insurance only works if claims get paid, and too often homeowners face excruciating delays for valid claims. Time is money, and those delays should come with a cost. Jane will require companies to pay interest on delayed claims – the longer you have to wait, the more they have to pay.<h4>Pay disaster survivors immediately</h4>After a total loss, families deserve immediate support to replace basic necessities. Jane will require insurance companies to immediately pay out the full contents coverage for total losses after a disaster, instead of forcing survivors to itemize every sock, plate, and piece of furniture before getting help. Jane will launch market conduct examinations of insurers with elevated complaint rates or suspicious denial patterns, coordinate with the Attorney General on fraud referrals, and impose rate approval and license conditions on bad actors.<h4>Create an insurer performance dashboard</h4>Just like insurers assess the risks before covering a property, consumers should be able to assess the risks of an insurer before choosing a policy. Jane will create a public database with company-by-company claims performance data - because you deserve to make informed decisions on who you choose to be your insurer, and an easy to use tool for reviewing consumer complaints against California insurers. And in the wake of a disaster, Jane will require companies to report their number of claims filed, number of claims closed with no payment, and claims processing timeframes on a regular basis.
